Neither do they. They only think they do. If you're looking for useable advice, consider this:
First make sure you have some idea of who and what you are.
Then be who and what you are.

Yeah, it's best you listen to crow. Also, get to know whoever these people are. Just talk to them, and provide a good relation. It's better to be liked by a friend than by some stranger. I think.

In most people, that would be sarcasm. But in you, I fancy it may just be sincere :)
The thing is, about attraction, it's almost always the initial appearance that gets it going, or not. Chemistry, even. Odors, and such. Powerful stuff.
Most attempts will fail. Almost all. It is as well to accept this, early on, to guard against feelings of inadequacy, later.

you could pick up a book on seduction?
try waving treats out in front of them?
maybe put one half of a big magnet on them and keep the other half on you?
keep looking for new angles!

It works, but every person is different. I'm an INFP and so is one of my friends, but we act very different. He's more placid and shy, and I'm more unkempt and also a bit more profane. Get to know the type for the general personality, then actually talk to the person to learn who they really are. I'm more than an INFP. I'm [name extracted]!

Ego is what allows personality to exist. Since most Westerners have egos - and big ones - personality gets to be a big deal.
If you're wondering what the secret is, to anything, it's simply to find out who and what you are, and faithfully be whatever that is.
You could, I suppose, call that 'personality', but really it isn't. It's more a lack of one. And that, if anything, is universal.

Consider: culture has everything to do with personality. If you lived in an alien culture, your personality would either have to change, or it would all by itself.

Interesting, isn't it? It's often the case that when I re-read something I've written, it's as if somebody else wrote it.
Personality often seems like a bag you wear over your head, and when you manage to take it off, you get to see things you never knew existed.

The very first lie you tell is the one that gives birth to ego. There's no defense against that, without honest parents, and as everybody knows, parents are not honest.
The fake you comes from self-misrepresentation, and can last a lifetime. It's quite normal, but definitely something worth considering.
